All in an attempt to get anyone or anything to violate their civil rights, then it's fucking payday. The fact they are a church means that all monies collected is tax free.

To determine a country's human rights & liberty is simply to look at the civilian law and it's enforcement policy toward resident foreigners.
Obvious example, in East Asia, with current video topic in perspective, is China. A unified nation with long history of minimal human rights. It is more or less expected, as it is governed by a communist regime for the unforeseeable future.
Japan, on the other hand, is perceived as a typical democratic nation by rest of the world. However, the truth of the matter is quite different from those who've experienced legal residence in it, especially during recent times. There's a clear prejudice against foreigner involvement with Japanese legal system, be it legal or illegal issue in nature, seeming silenced promptly by the key government individuals authorized to tightly control immigration department and even the civilian mass media news outlets.
Government policies no normal democratic nation puts into practice and enforcement.
Japan, for all it's self declared western standard democracy, is apparently reverting, stealthily, back into turn of the previous century's imperial military governing system.
