I don't think China cares either way, as long as they aren't selling locally, but the opiate crisis started in the US with overprescription of Oxycontin and similar drugs, these people were hooked after that and went on to illegal alternatives like Heroin and Fentanyl. The Chinese are just opportunists in this case.
