It’s not a bug, it is just marketing. Many of the old Samsung phones are only made available through carrier networks in a particular country. I’ve got a phone with a U.S. manufacturer and a U.K. carrier, and I only had a U.K. contract when I purchased it. The ROM was fully unlocked at the time I bought it.
Once the carrier (in this case O2) decides to offer a phone they will add it to their network. A new firmware is released and it is flashed.
Being technically a clone of a flagship phone like the S9 doesn’t matter. Unless you are already buying it through a carrier, you have nothing to worry about. Even if the phone is “officially” available through a carrier, you are not that person. In that case the phone is only going to be sold on the carrier network.
You will likely see people selling this phone on the auction sites for tens of dollars cheaper than the actual official launch price (which might or might not be the normal price anyway). People do sell this phone for this reason.
As a side note, the only official factory firmware for the Galaxy S9 is SM-G960F, and of course O2’s. Otherwise you are out of luck. You will need to wait for O2 to release a new firmware for it, which you can then get from a third party retailer (most of the time).

What is the safe way to implement comparison operators in an ad-hoc query?
A user might define a query which is constructed on the fly and is not part of an already made query, or might not even be part of a query.
However, when defining such a query, a person might want to do things like
Using the appropriate comparison operators on the results, e.g.
WHERE PetFamILY_index > 1
or
WHERE condition1 AND condition2
Now, if the query is already part of a query, then the person can just build the final query using
FROM Table T1, Table T2 WHERE T1.PetFamilies_index > 1 AND T2.id = T1.PetFamilies_index
and so on.
But if the query is ad-hoc, and there is no query around to use with the WHERE clause, what is the safest way to implement the comparison operators? I am thinking of a way to set such a query up so that the comparison operators actually work, but I also want to avoid causing any problems with queries which would be issued later.
The only way that I can think of is to make it so that the query is not an ad-hoc query as such, and instead becomes part of an already made query. But then I am back to the first query, where the comparison operators are in a query which is not just the right query, but the only one.
This is what I have been doing:
