Really, the entitlement argument only works for me if we are talking about something like free lunches or free housing or free clothing/rent reduction, because I don’t think it’s a valid argument for society to be somehow obligated to subsidize others’ substance abuse. You can’t say if a person is drunk, then they are automatically entitled to be drunk all the time.

YES No, but most of these people are like this because society destroyed their ability to create wealth for themselves by stealing their savings and taking their homes and jobs. The way to fix society is to make things better for the people who live there. In other words, we need to stop killing people and stealing their money and rape their women, or else we’re just trading one kind of abuse for another.
If we just give them free food and housing, then that’s nice, but it’s not actually stopping the drug problem. If we make the drug dealers provide the food and shelter for their addicts, then they can stop the drug problem by quitting or going to rehab. That’s a viable answer, but if it’s not an option, then “Let’s pretend those people aren’t here and pretend they aren’t as much of a problem as they actually are” is probably the next best thing.
