O'Rourke's spanish was without a doubt pandering to a marginalized group for votes.
However, this debate was aired in many languages and O'Rourke was taking an opportunity to identify with those viewers who (he might have felt) were not being represented.
I'm Hispanic and I'm from Texas. Many politicians have tried to frame O'Rourke as being disengenious (Most recently Ted Cruz). But his track record shows that he at least (seems to) care about the issues he talks about.
When the shooting in El Paso happened he was very vocal and he no longer was in the political running for senator at that time. I will not doubt that the 2020 elections might have been on his mind however he has consistently spoken on cultural issues about Hispanics and immigration being a representative from El Paso.
If O'Rourke is deceiving his constituents he's the most talented actor I've ever seen.
