The Cannabis Industry in Illinois is just like everything else corrupt. Wealthy Cannabis corporation received a headstart and are able to hire Black People who live in hardest communities to qualify for social equity benefits. Once again using the poor, using African Americans and allowing the wealthy to prey on the less fortunate; this is not social equity.
I remember when the lottery started back in 1973, i think. It was going to take care of Illinois it didn't. Than they made gambling legal, it was going to help all so, it didn't. Gas tax, property tax, sales tax, license plate tax. All hiked up. On and on and on.

SOCIAL EQUITY? Sounds like someone picking winners and thus losers. "We didn't want to open the doors like other states then some people wouldn't get one" (for phase two licenses).
