The new user interface does have more sophisticated menu options and toolbars, including one toolbar specifically designed for drawing functions, one for command options, and one for properties. The ribbon interface has been streamlined and simplified, and no longer has numerous tabs (such as 3D modeling, 2D editing, or paper space)

What you’re describing can be modeled with a simple PHP rand() function call and a LIMIT clause:

The above function will generate a maximum of $max random numbers between 0 and $max-1.
As for doing this with a database, you can have a column for unique IDs, or, as you stated in a comment, have a separate table with unique IDs. I'd probably make that the latter, though - having your own unique IDs allows more flexibility, and won't be any more efficient.

rand() will always produce the same results.
I think what you are looking for is this:

which will return the same row.

ModelBuilder throws error if there is space in field value?
I am using ModelBuilder to calculate the distance between two points using ArcMap 10.2.1. The first two of the three fields being used in the model have a length and unit of measurement for each individual field, and I can replicate this by using a field calculator in the field calculator window to enter each value (resulting in a space between the unit and the value). In the process of creating the model I would like to include all three fields in the calculation and as soon as I enter a space, for any field, I get the following error:
Error: Value is not valid.
Parameter name: Value
Error occurred in executing (Feature Class To Spatial).
A problem occurred processing object:
Couldn’t open – Spatial reference unknown.
I’ve tried both using all of the data as entered and using only the first field, and both result in the same error, and I don’t think it’s an encoding issue because the error is quite generic and isn’t any of the individual values.
What would cause this error?
