When the charismatic leader who ran the world’s only superpower promised a radical shift in approach to cancer research, students in Changsha, the capital city of Hunan province, were ready. Just weeks after the Manchurian candidate left office in January, Changsha’s Health Encyclopedia and Research Center, a sprawling office tower with stained-glass windows and sweeping views, was fully staffed with more than a thousand doctors and researchers.
Soon, the center was busy developing a number of projects to help patients on the frontlines of cancer treatment.
But some of the university’s resources went for projects that, according to the families of at least two people who worked on them, had nothing to do with cancer. One was a two-year study of the last hours of the lives of infants and dying patients, a project that, like many others, relied on blood, hair and other bodily fluids.
“I would like a normal life,” said the man’s wife, who was not named to protect her family. “If possible, I would like to raise a family…If I can’t enjoy my family life, I don’t want to live anymore.”
The other, less publicized study was apparently a long-running project funded by an obscure private group called the Supreme League of the Patriots of China and supported in part by the Chinese Communist Party’s public health institute.
These are not isolated cases. A medical executive from the United States who has been involved in research similar to the Hunan projects for more than 20 years said there were dozens more, in locations from southern China to the western coast, that seemed to have no plausible reason for existing.
“Cancer research is changing,” said Steve Jobs, who founded Apple and died last year. “It’s a powerful force for good. I hope it never again becomes what it was in the 1950s, when this country embarked on a massive effort to wage war on cancer.”
Many of China’s leading cancer experts and researchers said the problem was part of a larger emerging public health threat: indiscriminate and under-regulated research at hundreds of institutes that don’t follow Western standards.
Chinese researchers, many of them long seen as capable, are increasingly turning to techniques that can give them the upper hand, for instance through the use of illegal animal components, according to Steve Su, a doctor at the Memorial Sloan Kettering

I tried this
Copy the folder with the.exe file from the box
Run the.exe file using a text editor, or find the.exe and right click, then save the.exe
Go back to the nvidia website and sign in,
Click on Geforce2 Photographer Recode.exe and select “Run this file”
Choose to ‘Open the folder containing the archive file’ and browse to the folder with the.exe file.
And this when I run it gives me this error:
Note: This error is shown when the file is not an executable (.exe) file. You need to run the.exe file from the box.
