State by State legalization I would say is not unimportant. Beyond displaying cultural sentiment change, it puts huge pressure on the federal government because AT SOME POINT you're killing legal business, creating separate and inherently unequal business playing fields, and there will be lawsuits from the states and proprietors in Federal Courts the longer this goes on, probably on constitutional grounds if not normal cross state commerce grounds. You can't just deny legal businesses access to financial institutions because you don't like them. Let's try that with guns, people of color, or religious groups, deny them access to banks and see how it goes…
Plus you think about how that forces the Federal Government to reclassify it's drug scheduling as well which is the Big Domino. It's important in a democratic / states' rights world. Really important, even if price doesn't immediately react to it.
