Marijuana either needs to be "totally legal" or "totally illegal." The current medical marijuana laws on the books (in the U.S.) are entirely too confusing for the average person to understand. It's asinine to have Stage 4 cancer patients being prosecuted for smoking weed. Many of these patients will die long before ever their court date.
