A newcomer to the photo editing world is Pixlr. The application was originally designed for the web and mobile but has found its way onto Facebook, Instagram and Android and iPad. Pixlr is an image editor app designed to be used as an alternative to Photoshop and like it, it has a flat and clean user interface.

Plug In Photoshop Elements is a free version of the popular photo editing software that contains most of the features of Photoshop Elements, but lacks the limited design tools. It is available for Mac, Windows and Linux computers and even comes with an iPad app.
