The so-called circumvention rule—which would allow companies to compensate employees in one area for lower wages in another—does not provide a way for them to actually comply with the rule, found a group of experts.

In an article published by the Center for American Progress on Tuesday, titled “Stop the Circumvention Rule Before It Limits Workers’ Wages,” experts explained why it would be difficult for companies to alter their employee compensation plans after the rule has been implemented. In other words, it would be almost impossible for a company to force all of its employees to stay with their current wages when other employees are paid less.

Furthermore, the experts pointed out that the rule would do little to stop the practice of wage discrimination and it would not prevent companies from “exploiting loopholes” in the law.

The Washington Free Beacon reported that the Trump administration introduced the proposal in June, as a way to help workers by increasing their wages and incomes. But the so-called circumvention rule did not go through the regular process of administrative review, and has been fast-tracked by the Labor Department.

The Clinton-era rule only allowed companies to issue pay raises to employees who worked in a different time zone from their other workers.

The new rule, which is an attempt to update that rule, would eliminate that principle, allowing companies to pay employees in the lowest paying area higher wages while punishing their employees who work in a different area.

“This is a major step towards creating a de facto geographic wage hierarchy in which higher-paying employers are not only considered better, but where the lowest-paying employers are deprived of the ability to pay workers as well as where all employees can have the opportunity to join a union,” wrote the authors.

“The proposed rules reflect the Trump administration’s troubling stance on wage and labor relations. The rule is an attempt to create instability and uncertainty for the lower-wage employers that would make it more difficult for employers to comply with the law,” Mark Gallogly, a professor at the University of Baltimore School of Law, told The Free Beacon. “In the case of fast-food restaurants, as example, this would create

2010 041 have been coming in today, my N-400 fails to meet the the criteria for a vfb on the hd 10k utility page (I have the exact same rig as in the link). It’s pretty unimpressive hardware. my 64 page filing was submitted on may 12, 2010 and as of today October 15, 2010 I have not received a response, which is strange for a Filing Official. So it has been about a month. I do not have any paid time off of work to do the filing myself (I work for an online company that was bought by my company), so what can I do? My N-400 with the iphone application loaded is the first filing the IRS has received this year. I hope I’m not wasting my time. I want to file over 400 hundred hours.
