The problem which we have to deal with is that of Pakistan. We have to establish an Islamic society in a land which is predominantly of the Islamic faith.
It is proposed to make this Constitution of Pakistan into a compact to guarantee certain essential rights and freedoms to all citizens.
These rights and freedoms, recognized and provided for in the Constitution, are as follows:
Firstly, the free and unrestricted right to every citizen of Pakistan to use his own language.
Secondly, the free and unrestricted right to every citizen of Pakistan to profess, practice and propagate his own religion.
Thirdly, the free and unrestricted right to every citizen of Pakistan to freedom of thought, conscience and belief.
Fourthly, the free and unrestricted right to every citizen of Pakistan to free trade unionism and free collective bargaining.
Fifthly, the free and unrestricted right to every citizen of Pakistan to free political association.
Sixthly, the free and unrestricted right to every citizen of Pakistan to free elections.
Seventhly, the free and unrestricted right to every citizen of Pakistan to freedom of property.
Eighthly, the free and unrestricted right to the citizens of Pakistan to free and lawful assembly.
Ninthly, the free and unrestricted right to every citizen of Pakistan to the freedom of expression, whether written or spoken.
Tenthly, the free and unrestricted right to every citizen of Pakistan to freedom of inquiry, information, education and communication.
Eleventhly, the free and unrestricted right to every citizen of Pakistan to freedom of thought, belief, opinion and expression.
Twelfthly, the free and unrestricted right to every citizen of Pakistan to freedom of, to and from movement.
